  RFE: Ukraine, Russia Conclude Talks As Fighting In Some Cities Intensifies   Talks between a Ukrainian delegation and Russian representatives have ended at the Ukrainian-Belarusian border and negotiators have left for their respective capitals for consultation before a second round.  Ukraine's presidential press service said the parties "discussed in detail a number of key topics on which they have prospects of finding mutually acceptable solutions," at the meeting on February 28.   DW: Germany commits €100 billion to defense spending   Germany has announced a plan to prioritize military spending in light of Russia's invasion of Ukraine. I will be busy this afternoon organizing relief funds from Montreal for the tens of thousands of refugees now pouring by the hour into Poland and Hungary. The priority for me is medicines (insulin, antibiotics, etc.) and personal protective products. After-all. People still need their meds, and the pandemic is still raging in that part of the world.
