The two presidents last spoke on December 31.

Move comes amid ‘frank and substantive’ talks in Geneva and announcement by Russia of new military exercises 

The US has offered to hold a summit between Joe Biden and Vladimir Putin as a last-ditch effort to stop the slide to a new war in Europe, as Russia continued to build up its forces along the Ukraine border and announced new naval exercises in the Black Sea. 

The US secretary of state, Antony Blinken, said Washington and its allies were also ready to respond in writing next week to Russian demands on the future of Nato and European security, which Moscow has said must be addressed to avoid it taking “military measures”. 

But, speaking in Geneva where he held talks with his Russian counterpart Sergei Lavrov, Blinken repeated the US and Nato position there could still be no compromise on the central issue of the right of Ukraine and other countries to join Nato in the future.

Four Eastern European Countries Expel Russian Diplomats

Copyright RAIGO PAJULA / AFP, FILE   RFE: Bulgaria Expels 10 Russian Diplomats, Baltics Follow Suit With Another 10 Expulsions   Bulgaria is expelling 10 Russian diplomats saying they were carrying out activities deemed incompatible with their diplomatic status, a move followed up quickly by the Baltic nations of Estonia, Latvia, and Lithuania.  The Bulgarian Foreign Ministry said in a statement on March 18 that it had given the 10 diplomats 72 hours to leave. The statement did not give a more detailed reason for the expulsions, but since Russia launched its unprovoked invasion of Ukraine, the Russian ambassador in Sofia has repeatedly made contradictory statements about Bulgaria's position on the conflict.
